Who Qualifies

All states bordering Missouri: Arkansas, Kansas, Oklahoma, Illinois, Iowa, Tennessee, Kentucky, and Nebraska
All counties in: Texas, California, Arizona, Nevada, and Florida
U.S. territories: Hawaii, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and the Freely Associated States
